use 4 foot aquarium (or wide spectrum) floros...40 watts each per sq ft, minimum.

When comparing long tube flouros to cfl's is the wattage between a 40w tube and a 40w cfl equal? or would the cfl bulb work better than a tube?

The lumen output should be very similar. Have a look at the manufacturer's specs if you can find them.
Maybe tubes are better in some situations as the light is spread out along the length of the tube so is more diffused and less likely to cause burning.

That was my main concern. I was wondering cfl's as close as tubes without any heat stress occuring. Having them about 3-4 inches away has seemed alright so far. Since I'm planning on putting them outside when the weather gets warm enough at night I hope keeping them under the 4 100w cfls along with sunlight will be enough to keep them healthy for the next couple weeks?

Yeah sounds good, you might even be able to move them closer.
You can test with the back of your hand- hold it up at whatever distance from the light, if you feel any discomfort after a few minutes them this is probably too close for the plants as well, if not then fine.

Would signs of heat stress present themselves fairly quick?

Yes, you'd see the edges of the leaves curl up a little where the serrations are.

100 + watt cfls are fantastic lights. You could grow them all the way through with those cfls if you wanted to.

i have some screw in 150 watt cfls for cheap off ebay and you can keep the plants just centimeters away without burns. In fact it is best to keep them as close as possible because while they output a good spectrum of light, the light doesnt travel well.

If you are talking little seedlings though then yeah a few inches away is good.
