re germination- have a look here- YaHooka Forums - FAQ: Seed Germination.

About ventilation- what light are you using and what size is the growspace?

I never use matts nor do I germinate in soil. I use fem seeds and grow 1 plant at a time. I place a seed in an 8 oz glass of distilled water and cover with a black sock stretched over the glass. I place the glass in a dark warm place(cupboard) for 48 hours and damn near always have a tail. I saturate my soil in a 1 gallon pot and place under a 42w flouro for a couple hours to warm it up. I stick the eraser end of a pencil into the soil about 1/4 inch and drop in the seed. Since I saturated the soil beforehand I don't have to worry about watering for the first week. I keep the lite within am inch or two of the soil and I normally have a sprout within 36 hours. I use a spray bottle to keep the soil at the top of the pot moist until the first watering. I keep my sprout in my seedling room for 2 weeks before moving it to my veg room.

Heat mats are not vital. They are just a help in keeping the soil warm and root friendly.I have seen them used more with clones where a warm ,humid environment encourages massive new root growth.
What you are basically looking for is Warmth, Darkness, and Moisture which are the ideal needs of a seed wanting to burst forth. You can use the above mentioned method or another tried and true method of putting the seed in a moist paper towel on a shallow plate with water in it. Put it above your fridge to catch the warmer air and keep it moist. Usually sprouts in 2-5 days.
Soil is mixed with perlite mostly to achieve drainage and some soil air movement. You can use the same mix for the life of your plant, just to remember to move to ever bigger containers as the plant grows to avoid the roots getting bound up.

Like slunt says heat mats are not essential, as long as the temps stay warm and fairly constant.

Fluoros are ideal as they are gentle and unlikely to scorch the plants. You don't need much wattage at first, as long as there is enough light to prevent the seedlings from stretching.
How many plants are you looking to grow at once?

The soil mix- different people use different mixes at different stages but the first soil mix for seedlings needs to be fairly light in fertilisers or nutrient burn may occur.

When you pot up once they get bigger you might want to use a more heavily fertilised mix, or stick with the thinned down perlited mix and feed a little more nutrients..

ATM I'm having good results using light soils with little ferts, right from seedlings to maturity.

That will do nicely for a few seedlings, you'll need more light to veg, you might veg 1 plant only under 45w perhaps.

It's fine to grow seedlings under MH lights as long as you place them the right distance from the bulb- get them too close and the seedlings will fry. Fluoros are much more forgiving.
