Post Transplanting, 2 outside places

I need to transplant my outdoor plants to another location. It seems the area is starting to have a security problem.

What would be the best way of doing this, without causing shock to my babies.

yes, they are in the soil in the ground.

Is there any thing i can do to releave strees on the plant. Soak roots?... maybe a do it at night instead of the day. The are about a foot and a half high,... about 4 1/2 into growing.

any other responses, i want to do this correctly
