I'd heavily invest my people into exploring scientific and philosophical endeavors, as well as an encompassing military mentality of self preservation across the whole of the populous. Everyone would be trained in martial combat and required to maintain a level of fitness dependent upon their role in the society. No indulgence would be allowed except on days of national celebration, which would themselves be the best damn parties anyone in any land would ever see.
The virtues of honesty, respect and valor would be the most impressed upon the people. I would want the population to have an attitude of having pride in personal strength as well as national strength, and the understanding that upholding each others' strength contributes to the whole. This attitude would be supported through yearly olympic style activities, as well as league sports between the cities and villages in my empire.
Internal conflicts would be settled on a more personal level. For example, if two men were feuding and one had reasons to press charges on the other, he would have the option to put it through a judicial system OR to come to an agreement with the other man. This could be anything, up to and including a duel to the death, as long as both parties agreed on it.

I would make my country a constitutional republic, where the enacting of any new laws requires judicial review. Money would be based on gold, and banking would require 100% reserve operation. Nothing victimless would be against the law, and taxation would be limited to what was necessary to provide adequate defense, police protection and courts to settle contract disputes.

I wouldn't want that kind of power...Far too many people to try to unseed me to ever be comfortable, also I don't like playing chessmaster with real people...

I would take a stipend and hand the job off to the most capable, go build myself a heavily fortified castle and adventure out the rest of my days, collecting shit to fill my castle up with...

I would put much focus on the research of hallucinogens, then develop non lethal chemical weapons with them.

To protect our borders we would have a sprinkler system set up shooting out extremely high doses of hallucinogens and sedatives. Then my "army" would go out and disarm the comfortably numb attacking soldiers.

If a bordering nation begins threatening war or other sorts of violence, we will pre-emptively strike with a nonlethal high dose hallucinogen/sedative bomb or other means of chem warfare.

While the bordering nation is all tripped out/asleep, we will invade their country with glowsticks and colorful paint and try to make their trip a pleasant one.
We will then try to explain our situation and hope they accept new peaceful terms.

Then we will gift copious amounts of fine herb(my nations second largest export) to this nation to ease their comedown and gain the hearts of their people.

I believe most nations would turn to my allies with this tactic, but if a certain nation is too stubborn and really wants to war with my peaceful country, We will simply just use our advanced chemical knowledge to keep the opposing nation doped up and unable to fight(but not dead!) through chemical warfare.

If I can get imaginative and use any sort of technology I could think of, I'd genetically engineer animals and recreate the Forgotten Realms (D&D).
