I wonder if the data accessed by the FBI is from American users or worldwide.

worldwide, but some is very specific to certain areas...ie : chatter is high in xxx area..

sorry you specified FBI, their investigations "generally" are not international.

however, since the patriot act, lines between agencies have pretty much been eliminated.
