wtf kind of car is that? it looks like a FWD due to the tire size and the angle, but its a rally car, with circular headlights...

Snap, That's a Ford RS200 group B rally car, Ford had to make 200 in order to fulfil Group B homologation regs and i assume they were all sold in Europe.
Smoke, The original rally versions had 380 + and yes this was dialled down in the 200 odd road cars, however it is the same 1800 16 valve turbo DOHC cossie BDA so they can be dialled right back up again! 250 bhp from the Garett at low boost but push that bar up and you can get back all the horses! The 650 bhp cars were a later 'evo' conversion with a larger displacement (2.1 litres) version of the cossie BDA. Oh yeah, and that 2.1 seconds is unverified and is only the claim of Stig. But it will do it comfortably in less than 3.5, probably close to 3... In any format, a beautiful and quick car.

But what kind of car is it? You mentioned RS200 and thats the only model you mentioned but you appeared to not be talking about that particular car that you just described.

The evo4 was the prettiest car I've ever seen. It was in the movie Mr. Nice Guy with Jackie Chan. He had to drive it while handcuffed to another chick.
